For workers across Illinois, the possibility of earning a bonus for exceptional work provides the incentive necessary to advance the mission of any organization, including government.
But House Bill 5309, filed Feb. 15, 2018, by Camille Lilly, D-Oak Park, would prohibit bonuses for non-union employees.
Under current law, collective bargaining agreements supersede most state law. This means if a collective bargaining agreement provides for bonuses to employees, this prohibition doesn’t apply. Simply put, union members can still receive bonuses while other state workers cannot.
This bill is a ploy to discourage non-members by allowing bonuses for union members and no one else. Bonuses should not be prohibited, because when they are administered properly they encourage productivity and thus more efficient use of taxpayer dollars.
