Support a fair legislative mapping process

Politicians love to be involved in choosing their voters. After all, House Speaker Mike Madigan was first able to become the speaker through a mastery of this process.

House Joint Resolution Constitutional Amendment 46, filed April 17, 2018, by Rep. Peter Breen, R-Lombard, would change the existing system to allow for a more independent commission to draw the map.

Rather than allowing lawmakers to select their voters, an independent commission, appointed by the legislative leaders, would use formulas to determine quotas and other scores to evaluate competing maps. After eliminating all other inadequate maps, the commission would present the three best remaining maps to the General Assembly for approval by a three-fifths vote, thereby providing a more fair legislative mapping system.
