In 2008 and 2009, the state of Illinois spent $15,195,751.96 on
gasoline, oil, and antifreeze. The Department of Transportation
accounted for the majority of these purchases, spending $15,024,655.90
during this time period. Individual transactions for gas, oil, and
antifreeze range in cost from as low as $1.02 to as high as $873,000.00.
The leading recipient of government funds in this area of spending was Wright Express Financial Services Corporation,
which provides payment processing and information management services
to the U.S. commercial and government vehicle fleet industry and is a
leading provider of fleet and corporate charge cards. See below for a
