Illinois Policy Institutes Budget Solutions 2012 balances
state budget without borrowing, without tax hikes
MARCH 6, 2011 The Illinois Policy Institute will release on Tuesday a balanced, line-by-line alternative to Gov. Quinns budget plan for fiscal year 2012.
The governors budget has recommended a general fund of nearly $36 billion a level of spending that tax revenues cannot sustain. If Gov. Quinns budget is followed, by 2016 the state will run recurring, annual deficits of nearly $3 billion. By the end of the decade, Illinois could fall $15 billion behind on its bills.
To put Illinois back on the path to prosperity, the Institute has proposed a balanced budget that does not rely on the recent tax hikes, does not include borrowing and has positive cash flow for fiscal year 2012. The budget is based on a guiding set of principles that allocates scarce resources where they are needed the most so they can be used to help those most in need.

Who: John Tillman, CEO at the nonpartisan Illinois Policy Institute, will speak about the methods used to craft the alternative budget. He will offer specific details of reforms that will put Illinois back on the path to transparency, and how these reforms add up in the budget.

Where: Press Room at the Capitol Building, 401 S. 2nd St., Springfield
Who: Collin Hitt, Director of Policy at the nonpartisan Illinois Policy Institute, will speak about the methods used to craft the alternative budget. He will offer specific details of reforms that will put Illinois back on the path to transparency, and how these reforms add up in the budget.
Copies of Budget Solutions 2012 will be distributed at the press conferences. The budget also will become available online after the press conferences.
