Creates a citizen lead process for reducing wasteful and unnecessary units of local government, to save property tax dollars.
Provides that citizens may petition for a referendum to dissolve units of local government.
Provides for the transfer of all real and personal property, and any other assets, together with all personnel, contractual obligations, and liabilities of the dissolving unit of local government to the receiving unit of local government.
Puts local voters in charge of both how much local government they want and what those governments should look like.
Saves money without reducing services, by spurring streamlining and efficiency.
Increases transparency for local taxpayers by allowing the elimination of duplicative and often overlapping layers of local government.
