ISBE’s analysis details financial impact of SB 1 amendatory veto for school districts across Illinois
CHICAGO, IL (Aug. 12, 2017) – The Illinois State Board of Education, or ISBE, released an analysis outlining the financial impact of Gov. Bruce Rauner’s amendatory veto of Senate Bill 1, the school funding bill. On Aug. 1, Rauner issued an amendatory veto of SB 1. ISBE’s report indicates how Rauner’s changes to SB 1 will affect school districts across Illinois.
The results are favorable to 97.5 percent of school districts in the state. The biggest beneficiaries of the more fair and equitable funding formula are many of Illinois’ neediest districts, including Waukegan, Rockford, Aurora, Cicero, East St. Louis and Danville. In addition, 20 districts would be negatively affected by the amendatory veto – compared to SB 1 – excluding CPS. These 20 districts’ losses on average were limited to less than 1.5 percent of what they would have gotten under SB 1.
Every school district in Illinois would receive more under the amendatory veto than they received from the state in 2017.
